Instructions
- Heat milk and heavy cream in a saucepan over medium heat until warm, but not boiling.
- Stir in cocoa powder, sugar, and chocolate chips until smooth and melted.
- Remove from heat and stir in vanilla extract.
- Pour into mugs and top with whipped cream, cocoa powder, and chocolate shavings. Serve immediately.
